What capture settings did you use? HDV 29.97? Check the format of your clips with Cmd 9.
And what sequence setting did you use? Check that format with Cmd 0 (zero).

Do you mean when the images are flipping over at 0:13 or you’re flying thru them at 0:19?
All of this can be done without plugins, I’m not sure if a plugin would make it easier.
