What capture settings did you use? HDV 29.97? Check the format of your clips with Cmd 9.

And what sequence setting did you use? Check that format with Cmd 0 (zero).

Try the Windows menu, do you see the Tool Palette?

I actually CAN resize the windows…but I miss those icons…

How are you creating the split screen effect? Can you post a screen snap?

Have you tried the free download from Final Cut Express Pro Effects called quarter PIP? Handy for multi-track editing and has been glitch free for me (so far).
